What the article is about?
- Talks about the need for a single security agency to guard Indian borders
Syllabus: GS-III Security challenges and their management in border areas, Various Security forces and agencies and their mandate
India’s Border Management:
- In addition to the army, India has four agencies guarding borders with 6 neighbours and the coast guard at maritime borders.
Concerns:
- Lack of coherent policy on training, planning and the conduct of guarding operations among various outfits.
- Overall Coordination is also affected.
Single Security Agency at Borders
- Equipped, suitably armed and trained in advanced military drills and sub-unit tactics to guard our borders.
- Manpower and infra by pooling and merging the resources of the CAPF and Assam Rifles.
- To augment battle efficiency a fixed percentage of manpower drawn on deputation from the army
- To be designated as a paramilitary force under the Ministry of Defence and operated under the army.
- Collateral spin-off and to prune the CAPF:
- ITBP and SSB fully merged into it
- BSF and CRPF partially merged; have the internal security role
- Assam Rifles retained its role of conducting counter-insurgency operations
